What decided it

The modest public benefits of improved energy efficiency and corrosion prevention are insufficient to outweigh the considerable less than substantial harm caused by the loss of historic iron-framed windows and their replacement with modern aluminium frames that detract from the traditional architectural character of the grade II listed building.
