The unacceptable loss of small-to-medium sized family housing in an area of conversion pressure, combined with harm to character and appearance, substantially and demonstrably outweighed the limited benefits of the proposal under the tilted balance test.

The limited benefits of providing four smaller units and contributing to housing supply were substantially and demonstrably outweighed by the substantial harm from loss of family housing and moderate harm to character and appearance, when assessed against the policies in the Framework taken as a whole.
