What decided it

The Strategic Masterplan Framework demonstrated that the proposal would not undermine comprehensive development of Derwent Forest and would secure significant site remediation through the planning obligation, thereby satisfying Policy S18 and enabling the appeal to be allowed.

The benefits of delivering 71 residential units and securing remediation and restoration of a significant proportion of the Derwent Forest site, together with the provision of affordable housing, education contributions, and the rerouting of the Coast to Coast cycle route, outweighed any concerns about the absence of detailed triggers and thresholds in the masterplan, subject to conditions protecting the integrity of the European Designated Sites.
