What decided it

The considerable and long-lasting harm to the living conditions of future occupiers of Flats A3 and A6, and to neighbouring residents from overlooking, significantly and demonstrably outweighed the benefits of housing delivery and town centre regeneration when assessed against the Framework taken as a whole.

The benefits of 15 residential units and town centre regeneration were outweighed by the considerable and long-lasting harm to living conditions of future occupiers (particularly Flats A3 and A6) and neighbouring residents from overlooking, such that the adverse impacts significantly and demonstrably outweighed the benefits when assessed against the Framework taken as a whole.
