What decided it

The Council's inability to demonstrate a five-year housing land supply engaged the NPPF paragraph 11(d) tilted balance, and the limited character and appearance effects did not significantly and demonstrably outweigh the benefits of the scheme.

Any adverse impacts on character and appearance would fall well short of significantly and demonstrably outweighing the benefits of the scheme when assessed against the NPPF policies taken as a whole, so the balance favoured allowing the appeal.
