The geo-physical survey results demonstrating that the identified archaeological feature (double-ditch enclosure) is sufficiently distant and at a higher level than the proposed excavations, combined with the modest scale of the development, made the original full investigation condition disproportionate and unreasonable, justifying substitution with a lighter-touch watching brief condition.
