The adverse impacts of unacceptable harm to living conditions of both future occupiers and neighbouring occupiers were given considerable and overriding weight and significantly and demonstrably outweighed the benefits of housing supply and effective use of land, such that the presumption in favour of sustainable development was not engaged.
