What decided it
The existing pattern of mutual overlooking between dwellings in the housing enclave meant that the additional overlooking from the proposed dormer would not be materially worse than existing views from neighbouring first floor windows, and therefore would not cause unacceptable harm to the living conditions of neighbours.
