Although the Council could not demonstrate a five-year housing land supply and the tilted balance would normally apply, Green Belt protection is a clear reason for refusal under footnote 7 of the Framework, so the presumption in favour of sustainable development did not apply; the substantial harm to the Green Belt was not outweighed by other considerations.
