The significant harm to the character and appearance of the area, particularly the visually prominent corner plot location and cramped appearance, outweighs the minimal housing supply benefit and economic benefits, even in the context of a shortfall in five-year housing land supply.

The adverse impacts from harm to character and appearance significantly and demonstrably outweigh the benefits of housing delivery and economic benefits, such that the proposal would not constitute sustainable development.
