What decided it
The significant harm to the character and appearance of the area and the unjustified loss of green infrastructure/recreational provision within Brynards Hill Country Park outweighed the housing and other benefits of the scheme.
The benefits of housing delivery (including affordable housing) and other economic/environmental benefits, attracting high and medium weight, were significantly and demonstrably outweighed by the very substantial harm to landscape character and appearance and the loss of green infrastructure, so the tilted balance under paragraph 11(d)(ii) of the Framework tipped against the proposal.
