What decided it
In Appeal A the decisive factor was that the built development deviated substantially from the approved plans so condition 2 did not bite; in Appeal B it was that the harm to sustainable transport policy, landscape/heritage value of the National Park and World Heritage Site, and highway safety outweighed the benefits of the car park.
