What decided it

The photographic evidence from the Council's site visit in May 2022 demonstrated that 4 rooms contained full kitchen facilities (sink, work surface, cooker, fridge) enabling occupants to cook, eat and clean without sharing facilities, thereby meeting the Gravesham test for self-contained flats.
