The appeal site makes an important contribution to visual amenity and the character and appearance of the area as part of a wider designated urban green space, and the proposal fails to satisfy either criterion of Policy LP61 protecting such space.
The significant harm to character and appearance and loss of urban green space outweighed the moderate benefits of housing delivery, biodiversity net gain, and economic and social benefits, even if the tilted balance were engaged.
