The benefits of delivering 25 dwellings with 35% affordable housing and infrastructure contributions were outweighed by the unacceptable pedestrian accessibility to local services creating highway safety concerns, the lack of clear quantitative need given the Council's 6.19 years housing land supply and Ewyas Harold's progress towards its growth target, and the failure to meet the NDP integration test, particularly given the large Callowside scheme already under construction.
