What decided it
The harm to the setting of the Grade II Listed Thoulstone Farmhouse, assessed as less than substantial but of considerable importance and weight, outweighs the modest public benefits of the scheme and engages the exception to the tilted balance under paragraph 11(d)(i) of the Framework.
The harm to designated heritage assets outweighs the public benefits of the scheme, and although the Council cannot demonstrate a 5-year housing land supply, the Framework exception for heritage assets provides a clear reason for refusal that displaces the presumption in favour of sustainable development.
