What decided it
Appeal A: the spacing between the two proposed houses and their relationship to surrounding development maintains the sense of spaciousness characteristic of the local area and respects character and appearance. Appeal B: the cramped form of three houses with limited spacing and parking extending onto the highway would result in a discordant, overdeveloped appearance conflicting with the spacious pattern of the locality.
Appeal B: even if the Council could not demonstrate a five-year housing land supply and the tilted balance applied, the adverse impacts of harm to character and appearance and living conditions would significantly and demonstrably outweigh the benefits of housing provision.
