Main issues, as the Inspector framed them

• the effect of the proposal on the character and appearance of the area, including upon the setting of the Shortlands Village Conservation Area
• the effect of the proposal on the living conditions of neighbouring occupiers, having particular regard to light, outlook, privacy, noise and disturbance
• whether the proposal would provide satisfactory living conditions for future occupiers, with particular regard to internal accommodation
• the effect of the proposal on highway safety, with particular regard to the proposed access arrangements and car parking provision

What decided it

The harm to the designated heritage asset (less than substantial harm to the setting of the conservation area) provides a clear reason for refusing the proposal under NPPF paragraph 11(d) and footnote 7, and the cumulative harms to character and appearance, neighbouring living conditions, future occupier accommodation and highway safety significantly and demonstrably outweigh the benefits of housing delivery.

The significant social benefit from delivery of nine flats in an accessible location and modest economic benefits were outweighed by the harm to the designated heritage asset, character and appearance of the area, living conditions of neighbouring residents, living conditions of future occupiers and highway safety.
