The modest contribution to housing supply and redevelopment of a brownfield site were outweighed by the considerable adverse effects on neighbouring living conditions (privacy) and the failure to provide adequate living conditions for future occupiers; even applying paragraph 11(d) of the Framework, the adverse effects significantly and demonstrably outweighed the benefits.
