What decided it

The proposal would have an unacceptable impact upon highway and pedestrian safety by narrowing the pavement and creating conflicts between pedestrians, and would unacceptably harm the character and appearance of the area through the introduction of a modern structure with changing digital advertisements in an otherwise calm, traditionally-characterised commercial street.
