The urbanising effect of residential use on the paddock would cause unwelcome incursion of residential development into the countryside, eroding its local distinctiveness and rural character, which would not be outweighed by the modest housing and economic benefits of a single residential unit.

The adverse impacts on rural character and the intrinsic qualities of the countryside would significantly and demonstrably outweigh the modest benefits of housing delivery, economic and social benefits, and potential biodiversity enhancement, even under the tilted balance test.
