The proposal conflicts with Policy SUS2 of the Local Plan by locating an open market dwelling outside the defined development boundary on countryside land where development is strictly controlled, and this conflict with the development plan is not outweighed by the limited benefits of a single additional dwelling in an area with a demonstrable five-year housing land supply.

The substantial harm from conflict with the development plan outweighed the limited cumulative benefits of an additional dwelling in a location with sub-optimal accessibility to services and in an area with a Framework-compliant housing supply.
