Main issues, as the Inspector framed them
- The effect of the proposal on the character and appearance of the area, including whether it would preserve or enhance the character or appearance of the Enfield Town Conservation Area (CA), and its effect on the significance of Enfield Library, which is a locally listed building
- The effect of the proposal on the living conditions of future occupiers of the units with regard to outlook, daylight and sunlight and outdoor space
- The effect of the proposal on flood risk with regard to surface water drainage
- Whether the cycle parking proposed would be appropriate
- Whether the proposal would provide satisfactory parking arrangements and promote the use of sustainable transport
What decided it
The less than substantial harm to the Enfield Town Conservation Area and the setting of Enfield Library, which carries great weight and outweighs the public benefits of housing delivery.
The significant public benefits of providing 8 residential units on previously developed land in an accessible location, with modest short-term economic benefits, were insufficient to outweigh the great weight that even less than substantial harm to a designated heritage asset carries.
