The adverse impacts comprising unsuitable location, significant aircraft noise harm to living conditions, harm to countryside character, and highway safety concerns significantly and demonstrably outweigh the limited benefits of a single additional dwelling, even under the tilted balance.

The limited benefits of one additional open market dwelling and modest ecological enhancements (moderate weight) were significantly and demonstrably outweighed by significant harm to living conditions from aircraft noise, unsuitability of location due to poor access to facilities and services, inadequate highway safety from visibility splays (each given significant weight), and moderate harm to countryside character (moderate weight).
