The site's location along a narrow country lane with no pavements, poor access to public transport (2km to nearest bus stop), and lack of nearby services and facilities would make future occupants heavily reliant on the private car, undermining the Council's spatial strategy and the Framework's sustainability principles, and this harm significantly and demonstrably outweighed the modest housing contribution.
The significant harm from poor accessibility to services and facilities and conflict with sustainability policies outweighed the modest contribution to housing need and associated economic and social benefits, even with the tilted balance engaged due to lack of 5-year housing land supply.
