The fundamental change in context resulting from the outline permission for the surrounding large development of 595 dwellings, which removed the site's isolated rural character and allowed the Council to withdraw their first and third reasons for refusal, combined with the absence of unacceptable harm on the two remaining issues of highways safety and ecology.
