What decided it

The chronic shortfall in the district's housing land supply engaged the tilted balance under paragraph 11(d)(ii) of the Framework, and the substantial housing and other benefits were found to significantly and demonstrably outweigh the limited harms arising from conflict with the settlement boundary and minor design policies.

The significant benefits of housing delivery (including affordable housing), economic, social and environmental benefits, and biodiversity net gain significantly and demonstrably outweighed the limited harm from conflict with Policies DM1 and RNP4.1 and minor design shortcomings, engaging the presumption in favour of sustainable development.
