The main issue in this appeal is whether there is an essential need for a rural worker to live permanently at or near the appeal site.

What decided it

It had not been demonstrated that the functional need for a worker to live close to the site could not be met by a dwelling in one of the nearby settlements, so criterion (e) of Policy 12 was not satisfied.

The proposal conflicted with Policy 12 and the development plan as a whole, and no material considerations indicated a decision other than in accordance with the development plan.
