The proposed fourth dwelling would result in a significantly more intensive development that would have a harmful effect on the character and appearance of the area compared to the fall-back position of three approved dwellings.

The limited additional benefits of the fourth dwelling were outweighed by the significant harm to character and appearance caused by the loss of semi-rural spacing compared to the approved fall-back scheme.
