What decided it

The internally illuminated advertisement panels would materially and unacceptably harm the character and appearance of the locality by appearing out of context with the modest, non-illuminated street scene, and this harm could not be satisfactorily addressed through conditions and clearly outweighed the public benefits.

The public benefits of the Hub units (WiFi, charging, defibrillator, renewable energy, CCTV, wayfinding) were outweighed by the material and unacceptable harm to the character and appearance of the surrounding townscape caused by the internally illuminated advertisement panels.
