The site does not constitute limited infilling in a village as required by Green Belt policy because it is set back from the highway frontage with intervening open land and would not fill a gap in an otherwise built-up street frontage, making it inappropriate development in the Green Belt that cannot be justified by very special circumstances.

The benefits of assisting with the Council's housing shortfall carry limited weight and do not outweigh the substantial harm to the Green Belt from inappropriate development and loss of openness
