The moderate harm to the openness of the Green Belt, to which substantial weight must be given, is not clearly outweighed by the benefits of the proposal, and therefore very special circumstances do not exist to justify the development.
The benefits of two new dwellings, economic benefits, and efficient use of land (given moderate weight) do not clearly outweigh the substantial weight attributed to the harm to Green Belt openness; the tilted balance under paragraph 11(d) does not apply because there are clear reasons for refusal relating to Green Belt protection.
