Main issues, as the Inspector framed them
- whether the proposed development would preserve or enhance the character or appearance of the Enfield Town Conservation Area
- the effect of the development on the living conditions of the occupiers of neighbouring dwellings with particular regard to access to on-street parking, outlook, light, privacy, noise and disturbance
- whether the development would provide acceptable living conditions for future occupants, with particular regard to amenity space
What decided it
The less-than-substantial harm to the conservation area character and appearance, combined with significant harm to neighbouring parking conditions and poor amenity space for future occupants, was not outweighed by the modest housing benefits and other considerations.
The modest housing benefits and sustainable location were accorded moderate weight, but these did not outweigh the significant harm to conservation area character and appearance (given great weight), the significant harm to neighbouring living conditions through parking pressure, and the considerable harm to future occupant amenity space.
