The appeal site qualifies as operational land under section 264(3) of the Town and Country Planning Act 1990 by virtue of the 2015 planning permission for runway safety area extension, and the solar panels and sub-station are reasonably required operational buildings for airport operations, bringing the development within permitted development rights under the GPDO.
