The cumulative effect of the site's limited size creating unacceptable impacts on neighbouring living conditions, parking provision, tree health, and amenity space meant the benefits of housing delivery did not significantly and demonstrably outweigh the adverse impacts under the tilted balance.
The benefit of providing 6 additional homes and making effective use of the former Care Home building with a visually appropriate extension was outweighed by the cumulative significant harm from insufficient on-site parking, threat to the pine tree, overlooking and loss of privacy to neighbouring gardens, loss of sunlight to No. 67 Church Road, and absence of private amenity space for two flats.
