What decided it
The cumulative weight of significant and long-lasting harms to character and appearance, neighbouring and future occupants' living conditions, waste servicing, and parking provision substantially and demonstrably outweighed the modest benefits of housing delivery, such that the presumption in favour of sustainable development did not apply.
Although the Council could not demonstrate a five-year housing land supply and the tilted balance under NPPF paragraph 11(d)(ii) applied, the adverse impacts of granting permission (substantial harm to character and appearance, living conditions of neighbours and future occupants, waste servicing and parking) significantly and demonstrably outweighed the modest benefits of one dwelling on brownfield land, such that permission should be refused.
