What decided it

The loss of traditional mullioned window details and their replacement with contemporary aluminium sliding doors would cause less than substantial harm to the conservation area with only private benefits, failing to satisfy the balancing test in paragraph 202 of the NPPF and conflicting with the statutory duty to preserve or enhance the character and appearance of the conservation area.
