The harm to the character and appearance of the Church Road Conservation Area through cramped backland development that would erode the remaining openness and spacious character, combined with inadequate living conditions for future occupiers, inadequate cycle storage, and failure to meet accessibility standards, collectively outweighed the limited benefits of providing a single dwelling.
