What decided it
The high level of harm to the setting of the Grade II listed buildings and the failure to preserve or enhance the character or appearance of the conservation area would not be outweighed by the moderate public benefits, and the statutory duties under the Act and NPPF paragraph 199 provided a strong presumption against the development.
The limited public benefits from housing supply and economic benefits were outweighed by the high level of harm to the setting of the listed buildings and moderate harm to the conservation area, with considerable weight given to the statutory duties to preserve heritage assets.
