The proposed flat would not provide reasonable living conditions for the occupier due to restricted ceiling height, inadequate daylight and sunlight, and poor aspect, which constitutes a significant adverse effect not outweighed by the limited housing supply benefit.
The poor living conditions for the flat's occupier were found to be a significant adverse effect which was not significantly and demonstrably outweighed by any of the benefits of development including its very limited contribution to housing supply, despite the Council's inability to demonstrate a five-year housing land supply.
