What decided it
The potential for adverse impact on the River Coquet and Woodland SSSI through phosphate pollution from the proposed drainage system, combined with direct harm to the Acton Dene Ancient Woodland, cannot be justified by the benefits of the proposal and conflict with development plan policies protecting irreplaceable habitats and water quality.
The moderate heritage benefit and limited contributions to visitor economy and housing supply do not outweigh the significant conflicts with the spatial strategy and the potential for adverse environmental impacts on the ancient woodland and SSSI, which cannot be adequately addressed through planning conditions.
