The siting and appearance of the proposed monopole would cause less than substantial but considerable harm to the character and appearance of the Conservation Area and the significance of the adjacent locally-listed Church, which was not outweighed by the telecommunications and economic benefits, especially as alternative sites that could be less harmful had not been adequately ruled out.
