What decided it

The proposal constitutes inappropriate development in the Green Belt that would reduce openness, and the substantial harm to the Green Belt combined with harm to character and living conditions is not clearly outweighed by other considerations, so very special circumstances do not exist.

The substantial weight given to Green Belt harm combined with harm to character and appearance and living conditions of future occupiers was not outweighed by the moderate benefits of housing supply and limited construction employment, so the appeal was dismissed.
