The proposal would significantly erode the existing visual connection with the countryside and diminish the contribution of the appeal site to the open rural character of the area, conflicting with development plan policies that collectively seek to protect character and appearance, and this harm significantly and demonstrably outweighed the modest benefits of two additional dwellings.
The significant harm to character and appearance and conflict with development plan policies was given significant weight and substantially outweighed the moderate weight given to housing supply benefits and moderate weight given to biodiversity and climate change benefits, and the limited weight given to social and economic benefits, such that the presumption in favour of sustainable development did not apply
