What decided it

The siting of the Class Q building adjacent to a large agricultural building used for dry storage makes it undesirable for the building to change use due to undemonstrated risks of noise and disturbance to future occupiers, contrary to paragraph Q.2(1)(e) of Class Q of Part 3 of Schedule 2 of the GPDO.
