What decided it

The appellant had not demonstrated an absence of suitable existing housing within a reasonable area that could meet the functional need, so the proposal conflicted with Policy RE4(iv).

The proposal conflicted with the development plan as a whole, and the limited weight given to reduced carbon emissions from on-site living did not outweigh this conflict, so the appeal was dismissed.
