What decided it

The proposed digital screen would be considerably larger and more dominant than existing advertisements in the area, and its commanding position, large scale and illuminated dynamic digital format would significantly heighten its presence in the streetscene and result in unnecessary clutter, contrary to development plan policies and the Framework.
