Main issues, as the Inspector framed them
- Whether the appeal site would be a suitable location for housing with regard to local and national policies
- The effects of the development on the character and appearance of the countryside and surrounding area
What decided it
The poor accessibility of the site to services, facilities and public transport, combined with the resulting reliance on private vehicles and the harm to the character and appearance of the countryside, constitute serious planning objections that significantly and demonstrably outweigh the modest housing and economic benefits, even under the tilted balance.
The modest housing delivery benefit and limited economic and social benefits were outweighed by the significant harm arising from poor sustainability (reliance on private car), conflict with the spatial strategy, and harm to countryside character and appearance; the tilted balance did not tip in favour of the proposal.
