The internal works undertaken to create an additional bedroom through subdivision of communal space, combined with evidence of increased noise, disturbance, rubbish and parking pressure, demonstrated a material change of use from C3 to C4 which required planning permission under the Article 4 Direction and was therefore unlawful.
