What decided it
The failure of the planning obligation to secure the delivery of affordable housing and other necessary infrastructure across the whole site due to the absence of all landowners as parties to the deed rendered the proposal unacceptable despite its compliance with development plan policies and absence of harm to character, appearance and living conditions.
